Starting in July 2026, any Utah school district or charter school would be required to let a student who has earned or will earn a diploma take part in graduation ceremonies, commencement exercises, celebrations, honors ceremonies, and similar recognition events, including students enrolled in online programs. The only exception would allow a school to bar a student from these activities if it determines the student's participation poses significant safety concerns. The bill also directs the State Board of Education to write its rules on graduation requirements in a way that holds school districts and charter schools accountable to this standard.
